This variable controls when digest coordination will permit a node that is not "in sync" (i.e. may have to reread data from Kafka) to take over digest leadership.

This variable is used to set a time limit: if a node tries to get in sync and exceeds this time limit, the coordinator will allow it to take over anyway.
