Used to specify directly the client.rack value for the Kafka
consumer for the global-events topic independent of the other consumers in
LogScale.
If that is not set, then the
KAFKA_CLIENT_RACK_GLOBAL_TOPIC_ENV_VAR is read.
When neither of these two variables are set, default is to use the same value as for the other consumers.
