S3 bucket storage honors the Retry-After header from S3 responses, waiting the server-requested duration before retrying instead of using a short fixed backoff that would immediately fail again. The Retry-After behavior is controlled by this environment varaible. If set to false, this disables honoring the Retry-After header; the exponential backoff with jitter remains active regardless of this setting.
